Hulk is not sufficient for level 5s. While mining or hauling you will need more protection and/or cargo space. Orca is the only way to go with distirbution level 5s.

Simple, level 5 missions are not designed to be done solo, even there are ships (like one you fly) which can do them solo. Exception are non gated missions which can be stormed solo with carrier. Otherwise, I find level 5 missions no more or less...

Maelstrom is better then this. Tempest Fleet Issues aint PvE ship. You can do same things, just better in Maetstrom. As others said, for Minmatar: start with Maelstrom and aim for Vargur / Machariel.

Shield tanked Ishtar with Berserkers/Bouncers in your drone bay will make angels ratting easy mode. Also Gila/Rattlesnake comes to mind, but you will have to do some cross training for that.

I can just tell you that you will nto be able to finish blood 6/10 in a drake with 2 BCU (around 400dps?), since overseer will repair more then that. You will be able to tank all though.
